Riżorsi Agrikoli Malta Launches Incentive Scheme to Support Young Farmers and Active Farmers
The initiative is a pilot project designed to address one of the most significant barriers for aspiring farmers: access to agricultural land. Through this project, vacant government-owned agricultural land will be offered under lease for a period of 10-year which may be renewed. The lease will be granted at a fair price and in accordance with regulations governing the valuation of agricultural land, ensuring transparency and fairness throughout the process. The opportunity is open to young farmers under 41 and new entrants with no prior land ownership.
Applicants will be assessed through a transparent scoring system, with points awarded for the quality of their business proposal, alignment with organic and national policy goals, investment in infrastructure and technology, and commitment to environmental practices.
Minister for Agriculture, Fisheries and Animal Rights, Anton Refalo, emphasised the strategic importance of these initiatives and clarified the voluntary nature of the transfer of the agricultural land for the first scheme, that is that only interested applicants may enter into this scheme voluntarily to temporarily transfer the agricultural land to the Agency during which the land remains the property of the owner and will be returned after the agreed period of three years.

By introducing financial incentives and long-term leasing opportunities, the Ministry is addressing two critical issues: ensuring that agricultural land remains in productive use and empowering the next generation of farmers. These measures aim to create a sustainable framework that promotes organic farming, environmental stewardship, and food security. They reflect the government’s vision for a greener future where economic development and ecological responsibility go hand in hand.
