Government Proposes Landmark Reform to Safeguard Agricultural Land

The Ministry for Agriculture, Fisheries and Animal Rights has unveiled a White Paper proposing a major reform in the acquisition and ownership of agricultural land. This initiative aims to protect Malta’s food security, support genuine farmers, and preserve the rural environment.

Key proposals include the creation of a dedicated Agency to oversee land tenure, the establishment of agricultural zones, and the introduction of a national land cadaster and sales register. The reform also seeks to distinguish between active and hobby farmers, ensuring that land benefits those committed to sustainable agriculture.

By promoting fair leasing practices, regulating land sales, and offering financial incentives, the reform addresses long-standing imbalances in land ownership and supports the resilience of Malta’s farming sector. These proposals were subject to public consultation and are now being considered for implementation as part of the government’s broader strategy to safeguard agricultural land for future generations.
